NAIA Terminal 4 was the old Manila Domestic Passenger Terminal. It came from NAIA's earlier domestic airport facilities and later became the airport's small terminal for domestic flights.

In recent years, Terminal 4 mostly handled turboprop and smaller-aircraft operations. Airlines such as Cebgo, AirSWIFT, Sunlight Air, and other domestic operators used it for short-haul routes and smaller destinations.

Terminal 4 closed in November 2024. It was initially expected to undergo renovation, but the old building was later demolished because of operational and safety concerns, including its location near runway 13/31.

A replacement Terminal 4 is already under construction at the former international cargo terminal area, with a target opening around mid-2026, though current progress on site suggests that timeline is likely to slip. Once built, it is expected to take on part of NAIA's domestic traffic and help reduce the load on Terminal 2.
