OEC and OFW Pass
The Overseas Employment Certificate (OEC) is the exit clearance that lets an OFW leave the Philippines for work. For returning OFWs only, the OEC now lives inside the OFW Pass in the eGovPH app, not on paper you print and carry.
What is an OEC?
The OEC is proof that your overseas job is registered with the Department of Migrant Workers (DMW). Immigration asks for it when you depart, and it is what separates a documented worker from someone travelling on a tourist passport.
It also saves you money twice: you skip the Philippine Travel Tax, and you can claim the international terminal fee back.
What the OFW Pass changed
For Balik-Manggagawa workers, the OFW Pass has replaced the printed OEC. You register once in the eGovPH app and your OEC sits in your phone.
If you are looking for the DMW Mobile App, it no longer exists as a separate download. It was absorbed into eGovPH, so anything that still tells you to install the DMW app is out of date. Everything happens in eGovPH now.

Who counts as Balik-Manggagawa?
Balik-Manggagawa means a returning worker: you are going back to the same employer at the same jobsite you already worked for. That is the group the OFW Pass covers.
If you changed employer, changed country, or you are leaving for the first time, you are not Balik-Manggagawa. The OFW Pass does not apply to you. New hires go through their recruitment agency and the DMW, not the app.
How long is it valid?
Sixty days from the date the OEC is issued. Your flight has to leave within that window.
A lot of people search for whether the OEC is good for one year. It is not. The one-year idea comes from older multi-travel arrangements. Plan on sixty days, and get yours close to your departure date rather than months ahead.
Sixty days is less of a problem than it sounds. If you are going back to the same employer and the same jobsite, you can get your OFW Pass or your Balik-Manggagawa exemption online, so a fresh one is quick to arrange before each trip.
What it saves you at the airport
Travel tax: automatic
You do not pay Philippine Travel Tax, and there is nothing to file. The exemption applies once your OFW status is on record.
The exemption covers travel to your jobsite. An OFW flying somewhere on vacation pays travel tax like any other passenger, because the exemption follows the purpose of the trip. See the travel tax guide for the rates and the reduced rate your dependents can claim.
Terminal fee: you claim it back
The international terminal fee works differently. It is bundled into your ticket when you book, so you pay it up front and claim it back afterwards. It is a refund, not a waiver, and you will not get it unless you file.
The fee is ₱950 on international flights. Keep your boarding pass, because the refund needs it. It does not need a stamp, so a pass from the e-gates works. Most people throw it away and lose the refund. The exemption covers international departures only, so a domestic leg is charged normally.

OEC, OFW Pass, eTravel: which is which
People confuse these three constantly. The OEC and the OFW Pass are the same clearance in two forms. Every passenger needs eTravel as well, so a departing OFW carries both.

The OFW Pass does not replace eTravel. You still fill in your eTravel declaration and carry that QR code, the same as every other passenger on the flight.
On the day of your flight
Have the OFW Pass open in eGovPH when you reach immigration, along with your passport, your work visa, and your contract. Screenshot the OFW Pass beforehand, in case the airport data connection is poor.

Once you are through, the OFW Lounge is free to use in Terminals 1 and 3 while you wait for your flight.
