How to Get Your OEC Online
For returning OFWs only: your exit clearance comes through the OFW Pass in the eGovPH app. The OFW Pass is a few taps deep in the menu, so here are the exact steps, plus the website to use when the app does not work.
Before you start
These steps are for Balik-Manggagawa workers only, meaning you are returning to the same employer at the same jobsite. If you changed employer or jobsite, or this is your first deployment, none of the steps below apply to you. Your agency and the DMW handle your clearance instead.

There is no separate DMW Mobile App any more. It is now part of eGovPH. Guides and videos that tell you to download the DMW app are talking about an app that no longer exists.
In the eGovPH app
Install eGovPH from Google Play or the App Store, sign in, then follow these steps:
- Open the eGovPH home screen.
- Tap the NGAs icon.
- Switch to the By Agencies tab.
- Find DMW (Department of Migrant Workers).
- Tap DMW BALIK-MANGGAGAWA.
Follow the Balik-Manggagawa steps and your clearance comes back as your OFW Pass inside the app.
If the app does not work
The eGovPH Balik-Manggagawa steps do not always work. If they stall, or if you cannot use eGovPH at all, you are not stuck. DMW Online Services gives you the OEC exemption directly, without the app.
- Go to onlineservices.dmw.gov.ph.
- Log in to your account.
- Choose Balik Manggagawa.
Once that works, your OEC appears in the eGovPH app under your OFW Pass. The two are the same record, so you do not need to do it again in the app.
When to do it
Your clearance is good for sixty days from the date it is issued, so there is no reason to do it months early. Aim for a few weeks before your flight. That is early enough to fix a problem, and late enough that it is still valid on the day you fly.
December and January are the busiest months, when most returning workers are home for the holidays and applying at the same time. If you are flying back then, allow extra time.
On the day of your flight
Have the OFW Pass open in eGovPH at immigration, with your passport, work visa and contract. Screenshot the OFW Pass before you go. The data signal at the terminal is often bad, and a screenshot works even if the app does not load.
The OFW Pass is separate from eTravel. You still need your eTravel QR code, the same as everyone else on the flight.
Keep your boarding pass after you land. It is what you need to claim your terminal fee back, and it does not need a stamp.
