Smoking and Vaping in NAIA
NAIA bans smoking and vaping inside the terminals. Once you're through security, options are slim: a paid lounge in Terminal 1, an IQOS lounge for international flights in Terminal 3, or exiting and clearing screening again everywhere else.
NAIA doesn't allow smoking or vaping inside the terminal buildings.
Construction, security changes, and terminal operations shift these rules and access points without notice. Leave extra time if you step out of the secure area, since you'll clear screening again before boarding.
Terminal 1
Before you enter the terminal, look for the designated smoking area in the parking lot across from Terminal 1. Ask the security guards or porters if you're unsure where to go; they'll point you in the right direction.
Once you clear security and immigration, Puff Lounge (managed by PAGSS), between Gates 9 and 10, is your best option. It's airside, so only departing passengers can get in, and admission costs $25 or P1,500.
Japan Airlines closed its Sakura Lounge, which allowed smoking, in January 2026.
Terminal 2
As of 2026, Terminal 2's only designated smoking area sits across from arrivals. The terminal is V-shaped, so head to the middle and look for the tall blue Air Traffic Control Tower; the smoking area sits in front of it.
If you're past security and need to smoke, you can exit the secure zone. Ask airport security staff where the exit is; you'll clear security again to re-enter.
Terminal 3
Terminal 3's designated smoking area sits outside the terminal at the arrivals level. Exit the terminal, face the road, and walk left until you reach the far side of the building. Ask the security guards or porters if you're unsure where it is.
If you're a domestic passenger past security, the secure zone no longer has a smoking area. You can exit, but you'll clear security again to get back in.
International passengers past security can use the IQOS Vaping Lounge between Gates 112 and 113. It allows vapes and heated tobacco products, not traditional cigarettes, and sells IQOS devices and heated tobacco sticks.
Planning the rest of your trip
If you're carrying a vape, check our carry-on baggage rules: it has to stay in your carry-on, and you can't use or charge it on board.
