Smoking and Vaping in NAIA

A quick guide to smoking and vaping at Manila's NAIA - where to smoke and vape in Terminals 1, 2, and 3.

Smoking and vaping are generally not allowed inside the airport complex.

Rules and access points can change, especially during construction, security adjustments, or terminal operations. Plan extra time if you need to leave the secure area, because you may need to pass through screening again before boarding.

Terminal 1

Before you enter the terminal, there is a designated smoking area in the parking lot across from Terminal 1. If you are unsure where to go, ask the security guards or porters and they will point you in the right direction.

If you're already past security and immigration, your best bet is Puff Lounge (managed by PAGSS) between Gates 9 and 10. Since it is airside, only departing passengers can access it. Admission costs $25 or P1,500.

Japan Airlines' Sakura Lounge, where smoking was previously allowed, closed in January 2026.

Terminal 2

As of 2026, the only designated smoking area in Terminal 2 is across from the arrivals area. The terminal is V-shaped. Go to the middle of the terminal, look for the tall blue building (Air Traffic Control Tower). The designated smoking area is right in front of the ATC tower.

Passengers who are already past security can still exit the secure zone if they need to smoke. Ask airport security where the exit is. Keep in mind that you will have to clear security again to re-enter the secure zone.

Terminal 3

For Terminal 3, the designated smoking area is located outside the terminal at the arrivals level. Exit the terminal, then face the road and continue walking left until you reach the far side of the terminal. If you are unsure, ask the security guards or porters where the smoking area is.

For domestic passengers who are already past security, there are no smoking areas in the domestic secure zone anymore. You can still exit the secure zone, but you have to clear security again to re-enter the secure zone.

For international passengers who are already past security, there is an IQOS Vaping Lounge located between Gates 112 and 113. Only vapes and heated tobacco products are allowed. Traditional cigarettes are not allowed. They also sell IQOS devices and heated tobacco sticks there.

Planning the rest of your trip

Stepping out for a smoke usually means budgeting extra time, especially if you'll re-clear security. While you're planning, see our guides on getting to and from NAIA and, for international flights, eTravel and Philippine Travel Tax.
